You can’t have a case number because that’s the reason you want to create an inquiry, no? If you had the number you wouldn’t need the inquiry!
You can use the uscis number in your inquiry. That’s how they gave me my NVC number. I only got my NVC number through inquiry.
But please remember, as of yesterday the date still hasn’t moved on the NVC timeframe website, which means they are probably backlogged like crazy. It’s possible that they won’t be able to help you just yet. Still on July 19th, that means it is now 69 days they are behind. Normally it’s around 30 days (it was even less when I started to monitor the timeframes, I think it was around 18) so please keep that in mind if you decide to send an inquiry. I hope you get good news soon!

Okay thanks @crusty boy by the way for your convenience I'm going to ask you something, have you ever met someone who's waiting for i-730 interview like you over there in (islamabad) or do you know someone who did their i-730 in (islamabad) like friends or relatives?

I guess it depends on workloads of embassy, the reason why nvc holds your case is unavailability of interview dates at embassy, anyhow did you ever requested for expediting from NVC ?
