fight retrogression - how?

the DOS is waiting for the backlog clearance centers to clear old cases so there is some fairness in the system

Recently my friend got one abandoned labor from backlog center ... his 140 got cleared in 40+ days and now his PD has become current in EB-2 category.

Is this the only way to fight retrogression?

So it wasnt his labor, did he do labor substitution.

Labor Substitution should be banned. And DOL is working on it.

It was like pre-Applied labor ... as the labor got approved 2 months after he changed the name on the labor application which was lying in Backlog center.

Yes DOL is working on it ... but many are getting there hands either on pre-Apporved or pre-Applied or already used labors, to get ahead in the race.
