Applying for Citizenship directly instead of Green Card for parents. Is it possible?

I just heard from a friend that it is possible to apply for US Citizenship directly instead of even bothering to apply for Green Card for parents. How is this possible? I am finding it difficult to believe. Is it possible?

Green card status is a 'MUST' to file in your citizenship application. Aged parents or ailing parents may get an exemption only from the Citizenship test and Interview and not from the legal permanent resident status. Only those who are serving in the US military or have been enlisted are exempted from this permanent resident requirement.

Individuals of certain age who have been LPRs for a certain period of time may qualify for an exemption from the English test (known as 50/20 and 55/15 exemptions), but will still be required to take the civics test. Individuals with certain mental impairments/disabilities may qualify to be exempt from both civics and English tests. There is no exemption from the actual interview.
