Can someone let me know if an application for re-netry permit can be filed from a local US counsulate outside of United states under any critical circumstances when a person is unable to travel to the United states within the stipulated time of validity of stay outside the United states.

Usually, if you have extenuating circumstances, I think you would just apply for an SB-1 visa AFTER you have been outside the US for more time than you are allowed and just before going back to the US. I don't know of any provision for applying for an RP from outside the US.
