Advice on not joining H1b Sponsoring company.

Dear Sir,
Could you please advice me on the particular situation at hand.
I have filed for an H1b Visa through a US based small consulting company. I was in US working on a L1 visa with another company when I filed for an H1b through this small company. After that I retuned to India where I am currently based out of now. I am supposed to go and get my H1b visa stamped in the near future.
However, over the past few months I am not getting comfortable feeling in joining this small company. I find it difficult to get in touch with them and also do not think they are professional in their operations. Could you please tell me what I need to do if I do not want to join this company ? They have made me sign a contract where it is written that if I do not join their company after getting my H1b petition approval, I will have to pay them a certain amount of money towards lost opportunity/expenses etc. My SSN is also mentioned on the contract. Could you please tell me if contracts like this can be enforced and if they can sue me in India or US for not joining their company ?

--------------------- It is Simple dont get H1 visa stamp based on that employer H1 approval notice and dont come to US to work with them.

------------ they cant do anything in India ,even if they try you know the Indian system. dont reply to email or any letter if they send.
or US for not joining their company ?

Could you please tell me approx what the cost of filing an H1b visa under premium processing (including the eduction eval and lawyer fees ?

filing fees $ 190 + $ 750 (less than 25 employee company) + $ 500 Security check for first time H1b
Ed Evaluation $ 150 -200
Attorney fees $ 1000 to 1750
