For I-94, my wife also need to get it from airport, so we can do H1 and H4 status together?
Is this all that is needed? Does the I-94 need to be stamped or just the way it came when the H1-B was approved and the pay stubs?Well, you need to show her I-94 and a recent pay stub is useful. Also, you need your marriage certiificate.

from what I understand, can someone get a H-4 at the border/airport without any previous paperwork? Could it be done the same way if the person requesting the H4 already has a visa like a TN?

As long as the spouse is Canadian, the only need to show up to the border/airport, with proof of H1 and proof of marriage to the H1.
If they are not canadian, they still need a consular visa, and that VISA must match their intended status, so, no, a Mexican with H4 visa could not simply go to border to get TN, without first getting visa, nor vice versa.
Remember, while mexicans and canadianbs are both eligible for TN, only Cdns don't need to get a visa for this.
