16-18 month processing timeframe an excuse for name check delays?

With the USCIS' announced "up to 16-18 month" processing time frame for naturalization cases, you have to wonder if this was done intentionally to shield them from any potential WOM lawsuits for name check delays for cases pending less than that time (filed after June 1)
 
That's totally possible. However, doesn't an applicant have to wait 18 months from PD to file a WOM anyway, and only if the name check hasn't been completed? By the way, what are you doing about your FPs?
 
From what I read , the guideline is to consider filing WOM if case has been pending more than 1 year. The 16-18 month processing time line potentially buys USCIS a few months.

As for FP, I'll be going tomorrow to Charlotte for a walk in.

I filed WOM after waiting 18 long months. I had a very good attorney who worked on my case. He suggested that 18 month looks fairly good in front of the judge versus 12 months. In short, it worked out for me.
 
I tried it one year back according to the wiki and the PDF file I downloaded from this site. It turned out that different district may have different process. In San Jose CA, we were asked to download a HOWTO PDF file from district court web page. And the PDF file was about 400 pages and full of difficult terms. Even my husband who is native and well educated American cannot figure out how to do it properly within short time. Then, we tried to find a lawyer. But, again, we cannot get anything without investing tremendous time and energy...
 
I filed my N400 in Jan, 2006. I just checked from USCIS website that my LUD is April 2006. I did have FP done on March 2006.

Do I need 2nd FP? I didn't receive notice for that.

Anyone here has experience with WOM to share? Thanks.
