You have to get InfoPass appointment first. They don't allow walk-in at all. You can't even enter the building without appointment. Just keep trying until you are able to get appointment.

I have responded to NOID on 9/17/04 and they received it on 09/21/04. And LUD has been changed on 9/28 (NOID was about lawful status before H1, so we sent all I-20s that covers period from arrival to US to H1-B) How long usually takes them to response on NOID? Thanks guys~...
