Item was finally delivered I called the Lewisville office and was told that the Citizenship office come to pick up their mail once a day. They just hadn't done so yet. Checked again on usps and packaged has been delivered.

I sent mine express to Lewisville, TX. According to USPS there was an attempt to deliver but it seems like there wasn't anyone there this morning. USPS states that they left a note. What's going to happen now? USPS will not redeliver unless the addressee request it.

Passport stamp Yes, she will get a plastic card even without a stamp on her passport. My understanding is that the stamp is only good in case you want to travel before you get your card in the mail. Once you do, the stamp has no value.
