hi, Minsk is correct in his/her post, you don't need GC+RTD+NP to travel, if you NP is valid just do GC+NP. I found it out after i did already pay my RTD(hasn't receive it yet). So don't worry you are o.k. to travel, of course if not going to COP. If doubt consult a lawyer for this matter.

Well, as far i understand US Citizens still have to have the proof of their process (passport request form filled and in process) in order to travel. Like you I'll be traveling to the caribbean in two weeks, I did request RTD last march, nothing yet and i really don't expect to get it on time...

Yes, actually it was the first document that i gave to them and the I-797 for the RTD. I also ask them why in my last infopass appointment the other officer advice me to get RTD just to be safe, different of what they say? Their answer was that now they have better acknowledge of the new rules...
