I am not sure if you can walking to INS office or not but you need original FP notice without it you can not do your finger printing. And i think you must have sent the orginal to INS for resheduling right? Another thing if in case you wait then in vermont it takes 4-6 months for resheduling...

The second FP notice is just a mistake. Read the notice completely it says' if you have recived fp notice earlier please ignore this'. So just Ignore the notice or you can your INS or BCIS service center and clear the matter with them. They are helpful.
