unstrain, whats ur PD? and are u from India, China, etc. who are affected by EB3 retrogression? if you are then maybe the RFE is that you cannot apply for your 485 just yet...have to wait till your PD becomes current. However, they should accept ur 140 application. hope that helps and good...

satish, 140 RFE was for EVL and W-2 for 2003. the lawyer essentially re-submitted the same EVL originally provided at the time of application and also did a 'calculation' based on EVL to reflect the total work exp. good luck to you and all.
