Sri_know, What is your point? Priority dates should never move? How does a "person on substitution labor with PD later than original labors could get approvals"? All cases with PD which falls within the date specified in the bulletin has a chance of approval, original or substituted.

Can you please provide the reason for the denial and your response (MTR)? If you are from India, the PD should move up again in FY 2007 which is Oct 2006 so even if they do not process your case now, as its past the cut off date, that shouldn't matter too much. Although I think in your case...
