Having lived in Ontario, I have a feeling you are seeking a US state issued license so that you may exchange it for a Quebec license without taking road tests.
I am guessing you hold a license from a country without an agreement with Quebec and you are looking for ways to avoid taking the road...

If you have relatives elder to your mother who can provide an affidavit as witness to her birth, that can work.
A1: Use other documents to show an ongoing relationship. Emails, phone records, chat logs, etc. Basically whatever you both use to stay in daily touch with each other.
A2: Yes, those affidavits can be from relatives.
Once can look for a job while on B-2 status, but of course they cannot work on B-2 status.
All visa issuance takes place outside the US. Ideally one should go to his/her country of normal residence for first time H-1B visa issuance. Some US consulate may not entertain third country applicants.
I have knows of cases where background checks took nearly a year. So 70 days is not "too long". Keep in mind, it is all relative.
I once had to wait 22 months for visa issuance due to pending background checks, and it wasn't even the USA we are talking about :)
You need to satisfy the consulate that you will leave the US in a timely manner, in order to be issued a B-2 visa. The last B-2 visa I ever got for the US (1996) was when I was unemployed and a university student. So being employed is not a criteria. Overcoming immigrant intent is.
OP has his interview on the 1st of August, not his oath ceremony.
