How to get nabc for mother born in Undivided India

My mother was born in Undivided India. In other words, her home town is in Pakistan.
Is there a way to get Non availability of birth certificate for her from anywhere in Delhi?
 
I know how people have addressed the issue in the reverse direction, Pakistani citizens born on the Indian side pre-1947.
If you have relatives elder to your mother who can provide an affidavit as witness to her birth, that can work.
