It is risky. I would consult an attorney for legal advice at least. Especially recently (although they existed in the past as well) there are very strict rules about visiting the home country. Is your current green card based on your marriage? That may make a difference, but I am not sure.

Yes, of course you can. Where are you? You should find someone to represent you. There are some Christian (and other) organizations that can provide representation for free. You have a 1 year deadline to apply, calculated from your last entry into the US.
I am not sure, but I've read on these forums that a second one is usually a *good* sign. Some people posted that after their second one they shortly after received approvals. Good luck. Also at the very least it means someone is actively working on your case - which for most of us isnt true...
