I should add - they normally expect that to be your last country of residence, but in some cases that won't be sensible/possible - so you have to make that clear.
Oc21xx isn't too bad. I believe oc numbers go above 3000 in dv2023.
And don't judge a year based on early VBs, they always start slow.
And don't make assumptions that dv2023 will go current because dv2022 did. Dv2022 was a mess.
Yes - they seem to have lost control. The numbers for scheduled cases were nicely within the cap, but they also cleared about 2500 AP's during the final week. That pushed them over by around 800 to 1000 visas. Bizarre.
Mumbai made an arrangement with the physician and told the 13 cases to go there first thing, then head to the embassy. It was cool. The embassy also worked late.
I agree with Xarthisius though. They screwed up is the most likely explanation. They should have stopped issuing visas for AP, but...
Haha - we aren't disagreeing on this either. I'm not recommending people unlock to correct a small typo in the name of a school they attended 20 years ago - but for things that *need* to be corrected, people should do so.

Government sworn declarations show there are 1346 AOS cases issued up to 9/18.
As of today there are 50,829 visas issued (including AOS and visas being printed).
It's gonna be the highest issuance year ever.
If you carefully read the instructions you will find a link to the embassy specific instructions where it lists the panel physician(s) with whom you should book your appointment. Reading the instructions is time well spent!
The rules say (although FAM went through a change about this) that a person choosing the incorrect country of chargeability would be disqualified UNLESS:
1. The countries were in the same region
2. The applicant received no benefit from the choice.
3. There are no fraud concerns

They went by the AV date. That means DQ, and current. So - if a higher case number than your was DQ before you, they could have been prioritized above you.
DV2021 ended on September 30th 2021. In the normal course of events, no visas would be issued after that date. There were lawsuits filed against the government which achieved a reservation of a certain number of visas for later issuance, but the two main ones only achieved a win for plaintiffs...
