I would think that if approved by ISO in her school, your wife should be able to maintain full time status while taking less than normal course load.
Why not give a try at the ISO?

Is name check using name component plus year of birth?
I've read from some papers that name component + year of birth are used in name check.
But if that's the case, why so many got stuck assuming that the chance of name component + year(I.e., John, 1970) both are being hit should be small...

One of my friends submit my and several others' personal information for her security clearance without our knowledge. And later I was interviewed by government investigator.
Would this cause problem in FBI Name check for me and several others?

Let them know you have finished all courses except the thesis, assuming you are in the last semester of your degree program.

Nelsona is right, sorry I equated I-140 with I-485.
In my friend's case, they answered "yes" when the U.S. officer asked if they had applied for green card even though they were only in the I-140 stage. The officer just gave them a warning but still let them in on TN visa...
There was an incident
A couple one of whom is my friend, once came across U.S.-Canada border on TN visas, the U.S.custom officer asked if they had applied for permanent residency and said if that was the case they needed to switch to H-1 in order to be admitted.
