GC Holder marrying a potential F1 holder

I have a friend who has a GC and he is planning to get married to someone in India who is applying for a F1 visa. After she gets her visa he wants to get married and then his fiancee can come to the US on her F1 visa which will be independent of his GC.

He still has not completed 4 yrs and 9 months on GC to apply for citizenship so cannot bring her here now.

Are there any issues/concerns relating to this for her or for him?

The order of events

Come here on F-1 first and then marry to a P.R., otherwise won't get the student visa based on immigration intention.
