1. Check with your attorney. Various postings in this forum indicate that if you have a case number D-05206 then the data entry was completed on 206th day of 2005, and your attorney and employer should have received the 45 day letter by now.

Chargeability
I think it is called CHARGEABILITY.
The VISA number allocated for the country of birth of either the primary applicant or the spouse can be used. (It has no connection with the country of birth of the parents. And no connection with the citizenship of the applicant or spouse)
LC hard copy
Did your employer get the original signed document or a copy of the ETA 750 or just a letter saying the application was certified? If it is ETA 750 you can use it for filing I-140. 485 depends on your EB category and country of birth and retrogression and all that stuff.
Why worry?

140 denial and working status
Even if you had extended H1 beyond 6th year it would have been useless after 140 is denied. However I think you might be able to continue to work on your EAD if you file an appeal against the 140 denial.
No. You cannot work if you do not have a valid H1 or a valid EAD. If you file for extension of H1 for 7th year prior to expiration of 6th year period and you have a receipt notice, it might be ok if you subsequently receive the extension approval.
H1 after 6 years and even EAD at any time are useless if the final decision on 485 is negative (wish that situation will not arise).
Since your EAD is valid till April 06, it would be better to switch to EAD and extend EAD if necessary before April 06.
Substitution and 7th year
You can apply for 7th year based on the substitute lc. But application has to be filed before your 6year H1 expiry date. LC can be substituted for people who are even not in USA because GC is for future employment .... so the 6 months theory is wrong. Ask the HR...
Remanded to State
My application was RIR with PD Jan 2002, but remanded to State in 2003. However I got 45 day letter from Dallas BPC but no further info.
RIR turned NON-RIR
Here is another unlucky guy... spent money on 6 months advertising and filed RIR but DOL Remanded to State as non-RIR and now waiting in the dark in BEC. But surprisingly got a 45 day letter !!
