Looks like along with unused visas they transferred EB3 visa numbers also to EB2. I didn't see many EB3 approvals for the last 2 quarters but a lot of EB2 approvals.

We didn't file AC21 when my spouse changed jobs on EAD. EAD is a work permit you can even work for multiple employers or sit at home. I think AC21 applies to Primaries only.
