In order to get scheduled at case must be current and its ds260 must be processed. So, if every low number case was slow to be processed, then a high case number would be scheduled before all of those cases. That is how the queue process works.
Not a surprise - and I would expect even more flexibility. They just changed the process without notice - it would be odd to enforce the new rule hard and fast.
As expected, the government have announced that UK entries can now check their results, although we know they have messed up the draw.
Also they have announced that Cuban DV2026 winners are being contacted to inform them that they are NOT eligible to pursue their selection...

Complete what? An "expedite background check" may be as simple as checking with someone to essentially make a decision (perhaps risk based) to "ignore" whatever checks are being done. Look at the 4 UK cases. I'm guessing none of them actually had background checks done before each of them were...
I see a couple of problems with their plan.
1. They haven't given themselves enough time to implement the rule for DV2027, unless they delay the entry period.
2. It could be hard to implement a payment system that works everywhere in the world.
It will be interesting to see what they do....

Awesome news!!! You may have seen the two other UK AOS cases were just approved without interviews - so yes they seem to have been nudged along.
Several Consular Processing cases have also been issued already - so all these UK cases went from "selected to issued" in a month - not the normal...
