Yes, Minsk is right. If you look under Refugee Travel Document on page 2 of the Instruction page it says that if it's valid you have to return it to get a new one unless you can prove that it's lost.

Lisa, did your friends try to just reply back and say they have already submitted their medical with initial application? Maybe they didn't know that they could do that. Also, medical expires after 1 year. Were they asked to resubmit because it expired?
