i would suggest file FOIA.Even if you don't have receipt no for I140 you should be able to get it. other option is ask your lawyer to give you copy of the I140 receipt.(visit their office some one in the office should be kind enough do that) I was in a similar situation but lukly the lawyers...

As far as i know she has to come back before AP expires which is Nov 30 th 2004. One she is here (USA) then she can go to nearest INS office show the Green card and get passport stamped.
