I thought when you appeal, it'll automatically be considered for MTR (Motion to Reconsider) for agency decision. If they are still not convinced, then it'll go to AAO. Guess, I'm wrong then! Thanks again Kapsy, I'll ask my international office to file MTR instead of an Appeal. I truly believe...
