Some time back DHS mandated passports for all Americans. This created a massive PITA for DOS. USCIS is a DHS agency: so DOS hit back with messing up with visa numbers resulting in the massive fiasco of last year. That is why we see Visa numbers swinging.

DOS and DHS do not play ball together. That is why.

chill. RFE is not a bad sign, they are looking at your case. And now if you both get RFE it means mostly for status,job,birth date verification Like H1-H4 and I-94 etc and may be EVL. Do not get worked up. Get an atty or look for help here if it is simple.

Don't see much EB3 activity for India. They might have used up for this qtr. And given its USCIS they can do as they want. However I took the info with a tsp of salt. phew...!
