Okay experts...urgent--please help...got a letter from USCIS today re: my son's N600/COC application

We applied for my son's N600/COC in early June. He came home 4 years ago on an IR-4 via international adoption, got his green card. He is 4 and half years old. We finalized here in the US, got his US Passport, SS card, etc. I decided he might need the COC at some point in his life and as his dad I wanted to take care of that for him.

On Monday, September 10 (about 3 months after we applied for the N600/COC) we received a letter from USCIS Louisville. The letter contained the photos we had originally sent with the N600 application 3 months ago and tells us to sign the photos (it has directions) and to return the signed photos and his green card. Here is the EXACT text of the letter we received on September 10th; the letter was dated September 7th. (the dates are important for the situation I am describing). Okay...the letter dated Sept. 7 that we received on Sept. 10 says .........

You will be notified under separate notice regarding the decision of your application.

INSTRUCTIONS:

Your full legal name, NO ABBREVIATIONS, must be written using a black ballpoint pen. Do not use gel ink as it smears on the photographs.
Sign on one edge of the photo (See photo #1).

EXAMPLE: Correct-Mary Ellen Smith (just a name they made up)
Incorrect - Mary E. Smith

EXCEPTION: If the applicant is a child and is unable to sign his/her name, the parent or guardian will sign the child's complete legal name on one edge of the photograph and on the opposite edge will make the endorsement to read: by (the complete legal name of the parent).

Then is has two generic drawings of photo examples and how to sign them.


That was the end of first letter from USCIS (dated Sept. 7, received by us on Sept. 10).

...............Okay, so I immediately signed the photos, write a super brief cover note, and attached the green card and sent is all via UPS Next Day Air to the address it gave...which was..."USCIS 601 West Broadway, Room 390. Louisville KY 40202".

I sent it on September 11 and it arrived at the building (which also houses a ton of other federal offices in Louisville) on September 12 around 9AM (a wednesday, and according the website the USCIS Room 390 office in Louisville is closed on wednesdays). So according to UPS, it wasnt actually taken to "ROOM 390" but was taken to the "FRONT DESK" and signed for by someone named "______". This had me worriedthen that someone in ROOM 390 did not actually sign for it....

Okay, so fast forward to today (Saturday, September 15) and we get another letter from USCIS Louisville. This letter was dated "September 13" (the day AFTER my UPS package arrived at the federal building in Louisville where USCIS ROOM 390 office is located and...the date is important). It says....

The United States Citizenship and Immigration Services has prepared a Certificate of Citizenship for you. At this time, please submit two signed 2x2 passport style, recent, color photos. In order to issue a Certificate of Citizenship, we must have your resident alien card. (They had used a highlighter to highlighted the previous paragraph). Once the resident alien card is received in our office, we will mail your Certificate of Citizenship/Naturalization. We will not be able to mail your Certificate of Citizenship/Naturalization until the card has been received (The had highlighted this sentence as well).

Then below this it has exact same photo instructions as the other letter did, the drawings, etc. but they had highlighted it all. (The first letter had no highlighting on it).

.....so that't it! On one hand I'm glad that today's letter actually says a COC has been prepared for my son! I think that's good! But I have already sent in the signed photos and the green card. I have nothing else to send in. Does this mean that the package never arrived? Or since this letter was dated the day after my package supposedly arrived at the USCIS building...does this mean they opened the package and all my stuff (signed photos, green card, etc.) was missing!

I am at a loss. Any advice, comments, etc. would be great appreciated.

Be patient. I expect the photos will get attached to the CoC and all will be well.

Thanks if you re-read the first letter above, could this second letter I got be my "notified under separate notice regarding the decision of your application" mentioned in the 1st letter? Or do they send out like an official "notice of action" or notice of approval for COC/N600?

Sounds like they received package with photos and quickly sent another letter wanting you to get NEW photos taken to put on final COC and if not already sent Childs Resident card. So if you sent resident card already take new photos and sign sides like before and state that you sent resident card in with last package. You can also just go online make an infopass appointment, get new photos taken and most likely they will just give you COC at appointment. At times letters seem generic with no exact directions. Good luck
 
Well.....I've never done this before but....I went ahead and made an infopass appointment for Monday September 17 at 9:00 AM. What do you all think? I made the appointment in my name instead of my sons and I didn't list an a-number or case number. Will that be okay? Can I just explain it all when I get up there? It's a 4 hour drive and this will be my first ever infopass appointment. I think I should take 2 extra COC photos with me.

Are these people usually nice? Any advice?
 
Driving 4 hours (each way?) to Infopass would be a gross waste of time and gas.

All that happened is that they didn't process your response before sending out the second letter. They don't move that fast -- anything you send will take a week or more after arrival before somebody with the relevant authority looks at it and takes action.

Sit still for a week or two, and you'll either see the CoC in the mail or a notice to go to a USCIS office with your son to pick it up.
 
I want to provide them with whatever documents they want but all this cryptic communication where you have to guess what they want from you is driving me nuts. I'm gonna be nice, apologetic for not understanding, and I hope I get a nice officer who really helps me. Hope the fact I made the appointment doesn't make the officer mad or anything.
 
You already sent them what they need. Sit still, relax, and think of something more fun to do on Monday. Save your gas money, and let them spend their time helping other people whose cases actually have a problem.
 
Looks like they continued processing the N600 after they sent the photos back to you, and then asked for you to send photos to complete it (in the meantime, you sent the photos in, but that didn't get tied in to the other process). Wait a bit.
 
They removed the Captcha for users with at least 5 posts. I figure they can increase that number if too many spammers return.
 
I've never ever been to an infopass appointment. Have no idea what to expect. Are these people nice if you are nice? Are they usually men ie women? Young or old? I don't want to mess anything up. I am going to go get 2 more photos made today and take them with me, is that s good idea or bad?

The people you meet at Infopass vary. The first person is usually less knowledgeable. Then, if things prove to require higher-level people, they might call someone out. The couple of Infopasses I've been to didn't end up being useful. Calls that were escalated were better.

I'm so glad I can reply to posts directly now.

I really don't mind the drive if they can give me some piece of mind. Shouldnt they be able to tell simply if they received our envelope last week that contained the green card and signed photos?

How come I have to read/ type their crappy captcha for my every post. I am not a spammer. Well for some reason not for this post/ reply/ thread, but I am asked for every other thread I reply.

Honest question, even of I don't get any good answers...will it do any harm for me to do the infopass?
 
I know ive ran this topic in the ground, but i am out of my element with all of this and i just wanna do the best i can.

I'm gonna be super nice and pray they are. Hopefully there will be someone who is willing to take a moment from their day to help me.
Maybe even someone nice enough to let me sit there and wait while they produce the coc? But I'd say that is highly unlikely wouldn't you?

On another note, the first letter said "you will be notified under separate notice regarding decision of your application". Then about 6 days later comes the 2nd letter which starts out "the united states citizenship and immigration service has prepared a certificate of citizenship for you".

Could this 2nd letter be the "separate notice" mentioned on the 1st letter?

Next, do you think this means he is already updated in the uscis computers or not yet? Any way to look that up?
