Unavailability Of Birth Certificate and Low Education Level

Hi,
can anybody tell me should I try for DV Lottery or not? because I am not from eligible country but I was born in eligible country and unfortunately I don't have my birth certificate and education level is low too but my passport shows my actual place of birth which is one of eligible country and I also have more than 2 years of work experience from last five years in occupation which is exist in O*Net occupations list.

If Yes then please guide me what doccument should I have in absence of birth certificate and what is the best way to apply for DV Lottery?

You can....but when it comes to the money you also have to proof to have enough funds and if you need a license in the USA you need to proof you are able to pass the US exam, which mean enough understanding of the English language, but since I want to believe you wrote this post yourself, it seems your English is not an issue.

but you did'nt tell me which document I can present instead of birth certificate.

Normally, you look up your country here: http://travel.state.gov/visa/fees/fees_3272.html This tells you what documents the Consulate (or USCIS) expects you to provide.

But right now a message is posted: "The reciprocity by country tables are currently unavailable." They are probably being updated. Check back periodically.
 
Apply for a copy of your birth certificate....any person legally born is able to get a copy in the City of birth....unless something happened and all files were destroyed due to a disaster but in that case you need to have proof....it is not that you can make it up so easy.

What level of education do you have?
 
No birth certificate is no proof of birth is no proof of who you really are...= NO GC.

They have plenty of others waiting in line who received a NL...so they will move down the line.

From your post, you were born in country X (eligible country) but you are now a citizen of country Y (non-eligible country). You have a valid passport for country Y which lists your DOB and place of birth (City/Country). My former classmate was born in Somalia but was a naturalized citizen of Norway and has a Norwegian passport. Since his country of birth (Somalia) has no real govt which can issue legit documentation, he was given a GC based on info in his Norwegian passport (in place of a birth certificate).

You better contact your local embassy to explain your situation. Hope all goes well for you.
