You file the I-130 with USCIS and when it is approved, USCIS sends it to NVC. NVC contacts you to designate a point of contact for your mother. they have a specific form for that. NVC also requests the I-864 Affidavit of Support and financial evidence from you. NVC sends to petition to the consulate to arrange for in-country processes (schedule interview, advise intending immigrant (mum) to get police clearance and a medical exam). etc...
