State-issued ID required for marriage license?

In order to get married, it seems that some sort of state-issued ID is needed (like driver's license), what if i have overstayed the visa many years back so with that status, i cannot get any proper state-issued ID.
btw, this marriage is in FL state

I really don't think they care if its expired or not as long as they can identify you. You can also apply for a consular card through your embassy/consulate depending upon the country of origin. If you are from Pakistan, FORGET IT! Take any other picture ID along with also, if any.

Check up on Florida laws. Maybe they also allow you to get married through a religious cleric/ordained minister or whatever they are called. I know the state of Texas recognized marriages done by a religious cleric as legitimate in lieu of court documents so it's possible Florida does too.
 
I was issued a marriage license based on my Ontario DL by the state of NY in 2002.
If FL has stricter guidelines, you can shop for a more lenient state.
