You can only obtain passport same day/next day at a regional passport agency if you are traveling within 2 weeks.
Atlanta doesn't have a regional passport agency, although Honolulu does. Call the NPIC to find out more details:

Hi Bobsmyth

Need urgent help. Kindly help. Absolutely new to the subject.

My wife has an Oath ceremony in NY on Aug 6 and she has to travel within two weeks to India. In fact vist was postponed due to this pending oath.

We are currently in VA while permanent residents of NY. Plan to change address soon after completion of all Citizenship formalities. We want to buy the Air ticket only after Passport and Visa in hand.

1. How and where to file Passport application. We would like to file this immediately on Aug 6 soon after the oath ceremony in NY. Can we file this somewhere closer to Brooklyn NY Court (place of oath ceremony) and Can we give VA address for receipt of Passport.

2. Based on your experience, what is the safest and best mode to be sure that we get the passport within one week.

3. How and where to get Indian visa. Can we visit Indian embassy in DC for visa and get same day service there after we receive the US Passport. What other formalities.

4. Can you also guide and help what to get - whether 6-months or 10-year visa and what are the benefits and formalities of OCI and where to apply for this.

Thanks for your help and look forward hearing from you soon

You can file at any passport center. Search for the nearest center in your area :http://iafdb.travel.state.gov/
You can use your VA address as mailing address even if you file in Brooklyn.
If you need passport within a week, you'll need to apply at regional passport agency located in NY : http://travel.state.gov/passport/npic/agencies/agencies_913.html However, they will require proof (plane ticket) that you are traveling within 2 weeks.
You'll need to apply for Indian visa at Indian consulate. You can contact the Indian embassy for details: http://www.indianembassy.org/
What length of Indian visa to get depends on your individual travel needs. The Indian embassy website has details on OCI as well.

Thanks for your quick response.

Can I file Passport application ONLINE; if yes, how do I submit kthe naturalisation certificate. Will they accept scanned copy as an attachment with Passport application.

I would like to buy the ticket only if I have in hand the Passport and the Visa and do not want to get into hassels. Will NY agency accept the application, if filed by hand without the travel ticket.Which is the best efficient agency in NY for US Passport. I am thinking that immediately after we get the Naturalisation certificate, we straight go the agency to file the application personally - it is a Friday - to avoid two days intervening holidays. If you think ONLINE will help in faster processing, I can do that immediately after getting the naturalisation certificate at the Brooklyn office.

Thanks for your help and guidance.

You can fill out the application online, but you can't submit it online. Reference the state department site for details: http://travel.state.gov/passport/get/get_4855.html

You can't get passport same day if you don't have airplane ticket for travel within 2 weeks. Again, reference the website for details.

Ticket - Buy a refundable ticket and return it as soon as you apply. I have done this in the past when applying for U.K. visa which requires presenting a proof of travel (i.e. purchased ticket).

So, an itinerary won't do? I can tell them I didn't want to risk getting a ticket before getting the passport. Some agencies, like STA travel, will hold a ticket for you.

That can be considered as skipping the line just to get a passport urgently.

Ok, now what if you decide to travel before you get your US passport (on your foreign passport). Can you get a US passport made at a US Embassy abroad (lets say in London, Paris or Frankfurt?) with your naturalization certificate?

As a USC, it's illegal to travel outside US by air without a US passport. However, if/how they enforce this is another question. That being said, most US consulates abroad have passport services. Contact them first to determine how long it would take.

What if one applies for a passport straight after the oath ceremony and then same day (or next day) travels out of the US. Can that passport be sent to the person in question by say a friend/relative to travel back to the US?

I know it's being said that traveling abroad without a US passport for a US citizen is 'illegal' but what if it's a must and there are NO appointments for same day passports.

This way you can leave with your foreign passport and then a few weeks later when your passport comes though then a relative/friend can FedEx it to you abroad and then you can travel back. How's that?

I am not sure how illegal it is to travel without the US passport or where that information comes form. My wife was born here but her parents came from elsewhere (same place I am from), and she maintains both passports. Whenever she is going to our home country she uses her other passport but uses the US passport to return. There is no year she does not go to our home country and back and there has not been a single mention of this as illegal by any border agent. In fact, this has never crossed our minds until I read it here.

I do not think how is this different from what Bob said to be illegal. If she is showing US passport when dealing with US authorities, isn't that what is originally recommended? If she is showing "other" passport to US authorities on entry, that would be illegal.

Depending on which direction of travel she is on; on the way out of the US she shows our home country's passport and on her way back she shows her US passport. In either case she will show one passport to both US authorities and those at our home country per direction traveled.

I'll put a halt to this (I will try anyway). I just called the Passport folks on the 1-877-487-2778 number. She said (again, assuming she knows her stuff) that I CAN travel out to wherever I'm going and if it's an extended trip (which it is) can make my passport at an overseas US Embassy. Just be prepared for possibly higher fees.

I am sure you are still high. Whenever you travel outside the US, unless you are an LPR, airline officials usually asks for I-94 or look for one in your passport, and when you don't have one, then they will need a reason for failure to produce one. In large airports like IAD in the DC suburbs, you will be held on one side while they consult with CBP on the ground. In short, the issue you are trying to highlight about your wife doesn't exist. I know that she only shows her parent's country of origin passport when she arrives in that country and when she leaves to come back to the US. You can't board any airline bound for the US without a valid US visa, so that's when the US passport comes in handy. J, you might need to relax and stop acting like you know it all...life is too short to be wrong 90% of the time..lol!!!
