Unsure of some things

Hi,

First of all please bear with me as I've only found out about the GC through a relative.

My brother has a green card and has been living in America for over a year now. Can I apply to get a green card through him? Is there a certain period I need to apply in like the dvlottery?
I've read a few threads and people are mentioning long lengths of time before they got a response (like 5+ years). Is this how long it takes to get a GC through a relative or is it a year or two like the DVL?

Based on what is said in the overview on the website in the family-sponsered section can he not sponser me? He's a lawful permanent resident. I can't link as I have less than 15 posts, sorry.

He cannot sponsor you.

And if/when he becomes a citizen, the queue is more than 10 years long for the sibling category.
