No, you can't. You have to apply for your green card first, then when you're approved, you can think about a re-entry permit. You can apply for a travel document, though.

you can apply for GC and advanced parole and refugee travel document... all in the same time by only paying for GC fees 1010$ ,,, AP and RTD will be for free.

you can also apply for renewal of the Work permit EAD for free too

Wow, I didn't know this was an option. I have a few questions for anyone who knows..

1. Does this apply for only new RTD's? What if you already have a valid RTD? I'm assuming one has to send it back when applying for the new one.

2. Does the RTD get processed separately? It looks like the processing times for RTD's are lesser now.
 
I don't know if it applies if you already have an RTD, but you don't have to send in your RTD if it has already expired. Just write down that it has expired.

It's not expired. I still have like 6 months on it left! I don't know what to do. I'm sending in my GC application tomorrow! I guess if I plan something for the summer, it makes sense for me to send my current one back. I'd really rather not be without a travel document. Should I apply anyway, and take advantage of the no extra fee and not send my current one in... And send it when they ask for it?

Or do I have the option for applying it at a later dated like the instructions say I have the option of doing?
 
you have the option to apply for it "later", by providing a copy of the biometric notice of the GC application, I think it's written in the I-131 instructions attached above.

But I don't know for how long "later" :)
