Need some help, not sure where to go now

I filed to become a Permanent Resident and was denied back because of a criminal offense. I filed to reopen and and reconsider my case in 2003, my record was now clear and fulfilled my requirements. I was instructed to sent form 1290-B along with $110.00. I never heard anything and i have let it go.
My incident happen back in 1997, it is not expunged, they cannot find record of it no where. I'm not sure where to start from so hopefully they will reconsider. I have stayed out of trouble, working consecutively and been working at my last job for 6 years, paying my taxes and even taking college classes and taking care of my parents because they are ill. I don't know where to start or find a good lawyer to help with my case. My Dad was the one who sponsored me back then when i was underage, i am not 33 years old. Can someone please give me some guidance. I've gotten nothing but the run around. I am in California, Central Valley area.

So you applied for LPR, were denied, appealed, but never heard anything back? What was your immigration status before applying? Have you made any attempts to contact USCIS since?
