I'm a green card holder. I plan to visit canada on independence day's weekend but I don't have a passport. Do I need one to enter canada.

Do you have your unexpired COP passport or an RTD or RP? Take it with you, just in case. I've been asked for a travel document. It's not necessary, but who knows, eh?

This has been asked a number of times recently. You do not need a passport if you have a green card.
 
I thought with the new rules, even US citizen need to have their passport to go to Canada.

The new rule was designed to apply to United States citizens. The rule for permanent residents did not change. In the old days an American citizen could come back from Canada with their driver's licenses and birth certificates. Congress then decided that was too risky and mandated the use of a passport which is a secure document. Your green card is already a secure document.
