Its normal ,US immigration will issue new I-94, even in my case i did not surrender my i-94 but when i came back to USA, they torn my old i-94 & gave me new one. If you have a old copy , it will save time

Clearly its easy to get it from Canada but also not too difficult to get from Islamabad, only you have to be well prepared, send her a notarized copy of your passport & I-94, your wedding pictures etc etc. They treat TD visa separately ,your wife will get interview date with two weeks.
