I am currently working on H1 visa as a mechanical engineer and have prospective client ( other company) who is willing to hire me as his engineering manager. I am very keen about this position and would gladly grab it.

Getting impatient
I think the original questionner is simply getting impatient and panicky. No where in US ( most programs/employers) ask for physical work authorization card at the time of interview. But than FMG's especially from India, suffer from panicky habits and want to have everything...

NSC to TSC
It also depends where your I-140 is filed or has been approved from. USCIS tries to coupe the I-140 and I-485, to same place. Unless you come back and clarify ( i.e. I-140 filed at NSC), this could be reason for your I485 landing at TSC.

2. In case of non availability of BC. Your need to have from local muncipal or health department in India a certificate that their is no record of your birth in official records.

I believe the USCIS filters all the cases on basis of PD and starts working from bottom first. However, in order for the case to progress forward all the stipulated formalities have to be completed. If true, the case progresses forward...

The steps you have listed to follow are right to my knowledge.
One step you missed is that your previous employer does not revoke approved I-140.
Otherwise you are back to square one.
