Would FOIA request on I-130 interrupt the processing procedure?

I have a question and I appreciate it if anybody can give me an answer.
Would FOIA request on I-130 petition interrupt the processing procedure due to the transfer of the file from the local immigration office to the service center? And if the officer who is working on the case would have to wait for the file to come back in order to make a decision on the case?

Why would one want to do a FOIA request on a pending I-130? It does not make sense.
 
Because the immigration officer video-tapped the interview and we wanted to have a copy of it. This specific officer was the one who interviewed our in-laws and he refused to make a decision on their case until they filed a law suit against him/immigration. During the interview he asked us and our in-laws about our religion which he sounded like he was not ok with it (we are Muslims) and we wanted to have this on video for our own record.
We have done some research and it looks like the FOIA request will delay the case. We don't know if we should withdraw the FOIA request even though we know that the I-130 will not be approved anytime soon. Or should we file a complaint with the General Inspector? We are really confused...

Should we send the director of the immigration field office a letter of intention to file a complaint with the IG? And if they don't act on the case we go ahead and file the complaint. Or it is unnecessary step?
Can we also file another complaint with The Office for Civil Rights and Civil Liberties (CRCL)?
