with just my naturalization certificate, can I apply for same-day passport
if driving to Canada(WA to BC) in the next week? (obviously will have no
airline ticket for this) or will the passport agency require some type
of documentation that shows travel within the next two weeks?

Hmm,

leaving within a week and not made any arangements at all?
Visiting relatives or friends and not staying in a Hotel?

Sounds fishy

Hypothetically speaking it is possible. Lets say John Doe works for a company and may or may not be sent out of the country by his employer a a moments notice. i guess one could just be getting prepared.

Regular passport applications are processed quite quickly these days. I find it hard to believe that it compensates the effort to go to a passport office and try to convince them or some road trip. By the way, it is theoretically possible to drive to Canada with the naturalization certificate, at least for now. My recommendation would be if you need to travel soon by road do it with the certificate when you come back apply for regular passport and save yourself the time to go to the passport office.

My 2 cents.
