Nope! USCIS is almost exclusively self supported through fees. The small amount of mandated benefits are either directly funded by Congress in the legislation that created them up-front OR the humanitarian programs (asylees and refugee petitions, and fee waivers) are covered through the surcharge built into the regular fee schedule with only a very small proportion being funded by Congress.
