Will it increase the chance of winning the lottery?

Assuming someone obtained a working visa (L1 or H1 or others) stamped on the passport previously , will this increase the chance of winning because the government may have an idea who had a rough background clearance and used to work in the US.
 
It is a lottery based on being randomly selected. Previous US visa has no bearing on the selection process.

No, the initial selection would not consider those info. Only after you have been selected that those info might come in handy - as in it would be easier for them to verify you, and that's about it, everything else, your chance is the same with other eligible people.
