Why is RTD taking so long?

I have been waiting for RTD for over 4.5 months. I have GC (asylum-based) and I want to get RTD to take a short trip outside the U.S. Is it normal to wait that long for RTD or there is something wrong? I submitted a service request yesterday and they said they will respond to me in 3 weeks but I think their response will be a generic message that their system automatically generates so I think the service request is useless unless a congress man or a court get involved.

Did anybody wait that long to get RTD? Why do I have to wait that long to get a document that is only valid for 1 year.
 
Exactly! Why do they take so long for a bloody document that lasts only 1 year! But, alas, it can take this long. If you need to travel urgently contact your congressperson/senator.
