Which INS office should I file AP?

My I-485 is filed in VSC,
I am a resident of Kansas City (which has a local INS service office)

Here is the Q:

Should I file in person at Kansas City INS office
OR
Should I file in VSC where my I-485 is pending ?

where 485 is pending. But you can get an emergency AP at the local INS office or the nearest district office.
