Where to Send NIW - Living out of USA

Hi

I have worked and studied in the U.S. for several years before coming to Canada. Now I want to file NIW petition.
1. Am I eligible to file NIW when I am living in Canada?
2. If yes, to which service center should I send my petition?
3. Am I eligible to use I-140 e-filing?

1. Yes

2. You can send it to either center so send it to Texas (NSC blows).

3. Don't use e-filing. They almost never manage to connect the paper pile with the electronic filing and you get an RFE for all the evidence.
