When visas get finished

From the forum I gather no single country can be allocated with more than 3500 DV visas. How would I know when visas allocated for Ghana gets used up, even though my number as an African may still be current? Remember over 5000 people won dv2008 in Ghana and the 5000th winner might be current in Africa whilst the visas are already finished in ghana. how shall we know?

usually, for a country like that there is a separate number of visa numbers that have become current. It was like that for Ukraine in recent years.
