When to reapply second time for Citizenship ??

I agree with Bobysmith she can apply july 2009 since she will complete her regular 5 years continuous residency.
She could have applied but many IO do not have knowledge about 4 years rule.
In USA or may be many other countries do not assume everybody knows everything.

I have seen in many cases USCIS is very lenient in their approval.
In some cases they are very different.
 
194 days absentism before 12 july 2004 then she has a clear case.
Even then IO can ask her 'why are you travelling every year".
Just be ready for that too.
 
She has her 85 years old grand father in india. So, every year for approximately 3 to 4 weeks she and her parents visit india to meet him. So, IO should not have any objection if any GC holder visits his/her home country for once in a year or even twice in certain emergency conditions.
 
NEED HELP FOR EXACT DATE OF RE -APPLICATION OF N-400 (Previously Denied 2yrs Back)

I really appreciate the efforts put by experts and willingness to help other members of this forum. I believe that one cannot get such in-depth knowledge at any other place. I really would like to express my gratitude and healthiest thanks to one of the senior member "Bobsmyth" who tried to understand my wife's case according to the details which I have mentioned previously. He replied me with patience and with his expert knowledge. I also would like to thank other senior members like "PR81502" and "shanchak" who expressed their views. Here, i am posting again with some more precise details of my wife's case. So, we can determine that magical Re-application date N-400. I am trying to combine both the details.
Below the red highlighted area caused problem during her first N-400 process. That must be the main reason for her denial during final interview back in December 2007 and even in appeal against their decision the outcome was same negative with final statement from USCIS : Re-apply in future after 2 yrs. 07/14/2002 (First entry in US) – 07/14/2003  136+168=304 days outside US (2 long trips to India)
07/14/2003 – 07/14/2004  88+211=299 days outside US (2 long trips to India)

07/10/2004 – 07/10/2005  20 days outside US
07/10/2005 – 07/10/2006  00 days outside US
07/10/2006 – 07/10/2007 45 days outside US
07/10/2007 – 07/10/2008 95 days outside US
07/10/2008 – 07/10/2009 00 days (No plans for visit outside US till the end of year 2009)

[Now for reapplication we are thinking to apply on 07/11/2009 as one can apply 90 days earlier than exact completion of continuous 5 years residency]. I would like to have confirm judgment from you expert members that the date mentioned above for re-application is absolutely O.K. or should we apply one week or 10 days later.??

She can apply up to 90 days before having re-established 5 years of continuous residence from 7/10/2004. This would mean the earliest she can apply is April 11, 2009 but it's best to wait a few days after this date to account for any discrepancies in calculation by USCIS.
 
Thanks a lot. With keeping your expert opinion in mind we will apply on 20th April 2009. I think 10 days buffer period is sufficient !!
 
When can i apply for naturalizatio?

I got my green card in July 09, my spouse is a US citizen we had been married for 8 years. Since my re-entry after my 2ed extended absence from the US on 04-26-12 me n my wife n two kids had been living in the States.
My presence in the US was as follows:
First ever entry 07-10-09 exit 07-30-09 (absence 351 says)
Re-entry 07-16-10 exit 08-04-10 (absence 142 days)
Re-entry 12-24-10 exit 01-10-11 (absence 143 days)
Re-entry 06-02-11 exit 06-14-11
(Absence 315 days)

Re-entry 04-26-12 exit 05-01-12
(Absence 78days)
Re-entry 07-19-12 exit 03-15-13
(Absence 12 days)
Re-entry 03-15-13 NO exit till date.
