When to present cover letter and Affidavit to VO

My Family has interview scheduled in few days and they were wondering should they present the cover letter and affidavit in the beginning or wait until VO asks for it? Does anyone has any idea on this matter?
 
Might as well present it initially. Remember, VOs spend an average of 45-60 seconds per case for B-2 applicants.
