When to file for 7th yr extention

Ideally, when would it be a good time to apply for 7th year extension:
1] When your clock has hit the 6 months mark
2] When 2-3 mnths are left.
I ask this as my employer says I can apply sometime before my H1 expires.
I have it till May1st...so I wanted to start now, but have been asked to wait.
Any suggestions are appreciated.
