When to apply for US Citizenship?

I live in Boston and I will complete 5 year PR requirement in mid November. I am aware that you can submit your application 90 days prior before completing 5 years, but someone told me that you can submit it earlier than that. Is this true?. Your information is greatly appreciated because I am planning to get married and bring my spouse to the US.
Could you please share your experiences in this citizenship process?.

NO. No way around the bushes on this one. It is 4.9 years or the N-400 will be denied. Take a look at this: http://www.uscis.gov/files/article/M-476.pdf

If you're already married to a US citizen for 3 years then you would have been eligible to apply already.
