When should I apply for an L1 Extension when I am in US?

I am presently in US. These are my L1/I94 details.

Visa Type: L1B
Petition Expiry Date: 27-APR-2007
I94 Expiry Date : 19-NOV-2007

When should I apply for an extension? Is that based on the I94 expiry date or the petition expiry date?

I believe you need to extend petition first, then your I94 will be automatically extended.
